esp32: dhcpserver: in AP mode, give a "captive portal" address
In AP mode, give the DHCP option indicating a "captive portal", which many clients will automatically redirect to for configuration. Unfortunately this is not supported in stock ESP-IDF, so this is a copy of the DHCP server source from ESP-IDP 4.4.1, which is the version which matches ESP32-Arduino 2.0.3. This may need to be updated in the future to match the SDK.
